NOVEMBER
1) Agriculture met October 28 & 29, with draft bills on landowner hunting licenses advanced, a bill was advanced on cloud seeding; in speaking with members of the Senate, the bill is unlikely to pass through that body, although it might make it through the house (most irrigators have opposed the bill). I am working on private sponsors for a draft bill continuing to clarify subdivision creation and water rights, and; 2) Select water met November 6 in Casper, advanced a bill to allow irrigation districts to retain monies each year to provide financing for capital improvements, and advanced changes to the prescriptive easement statute for irrigation conveyances, which will include loser of court cases pays attorney and expert witness fees to the winner, as there have been at least two cases where either the statute was abused, or the conveyance had to sue to get access as per the statute. They also continued to advance the voluntary water conservation bill for the Colorado River basin, which will be considered for sponsorship at the Water committee’s January 21st, 2026 meeting.
OCTOBER
